Ken Warkentin

President

Ken Warkentin is the president of Westco Equities, Inc. and has almost 40 years of experience in income property management. He is a licensed real estate broker and in that capacity, has participated in the sales and purchases of several thousands of apartment units in the greater Fresno/Clovis area. He is also a general contractor and has been involved in the construction of several hundred apartment units and over 40 single family homes.  He is a member of the Fresno and California Board of Realtors and the Greater Fresno and California Apartment Association. He is also certified in Tax Credit Compliance. He is a graduate of CSU Fresno with a Bachelor of Arts Degree and a post graduate degree in education.

Dwayne Welch

President-Finance

Dwayne Welch is the Vice President of Westco Equities and has been with the company since 1993. Dwayne is a native Fresnan. He attended McLane High and graduated from Fresno State with a Bachelor of Science in Business Administration - Accounting Option. He has a Broker's License from the California Bureau of Real Estate and is a member of the Fresno Board of Realtors. Dwayne has served as a board member on a condominium association.

Dwayne has over 30 years of accounting and management experience. Prior to working for Westco, Dwayne was a controller for a farming operation for over 10 years.

In his time off, Dwayne enjoys the mountains and the coast and following the Fresno State Bulldogs. His hobbies include hunting, fishing and photography.

Jennifer South

Property Supervisor

Jennifer has been in the apartment management industry for 18 years, starting out as an onsite manager from 2004 to 2011, then working as an off-site manager until 2021. She started at Westco in 2021 as an Assistant Property Supervisor and graduated into the Property Supervisor position. She manages a portfolio that consists of Home Owner Associations, Commercial Properties, & Conventional market rate properties.

She enjoys spending time with her family, fishing and traveling.

Lisa Rosas-Silva

Property Supervisor

Lisa has been in property management and the hospitality industry for over 20 years and is a seasoned property manager. Lisa has extensive knowledge of the principles and practices of property management and applicable local, state and federal laws and regulations dealing with property management.

Lisa strives every day to recognize the value of her clients, owners and tenants using the code of ethics of the California Apartment Association as a guide. Lisa is a member of the California Apartment Association, is a Certified CCRM and is certified for Tax Credit Affordable Housing (LIHTC)/Section 8 and Conventional management of multifamily and single-family residential properties.

Lisa's passion is to collaborate with city leaders and volunteer with agencies such as the United Way, the Food Band and Foster Farms to distribute food and resources to seniors and the homeless, give back to the community.

  • For Home Owners Associations, Westco staff meets with the HOA’s Board of Directors on a regular basis, based on the boards’ direction, collects dues payments, enforces the CCR’s of the project, solicits bids and presents them to the Board for review and approval.
